Downey, Ph.D., as Chief Academic Officer (CAO). Dr. Downey will play a pivotal role in growing Embanet's higher education design and development division. With 20 years of proven global success, Dr. Downey has held senior-level positions in a range of industries, from aerospace to health to education. Prior to his appointment at Embanet, Dr. Downey was a Principal at Independent Experts LLC, a San Antonio, Texas company that has designed and implemented web-based training and management systems for companies such as Anthem Blue Cross/Blue Shield. Previously, he was Chief Technology Officer and then Vice President at Thomson Learning in Cincinnati, Ohio, where he was responsible for the development of all instructional technology product initiatives. Dr. Downey completed his Ph.D. in Computer Science, Industrial Engineering and Human Factors by undertaking ground-breaking research at Boeing Commercial Airplane which improved the effectiveness and efficiency of their maintenance and trouble-shooting training program for the Boeing 777. He also holds an MBA in Accounting, Information Systems and Security and an MA in Instructional Design and Interactive Technology.
